Defending the Old European Order, which was unplugged by the 28th President of those United States

Being a great admirer of he who later became the Emperor Napoléon I, I've always been interested in the siege.
It was quite amazing that the British managed to withdraw without seeing to the burning or carrying off of the French fleet there. Lord Hood entrusted that job to the Spanish and something miscarried (probably the Spanish were already thinking of peace with the then French Republic). But still, wrecking the fleet and the naval establishment there was, or should have been, Hood's main mission.
