I am afraid there's a slight misunderstanding: On 9th November Chancellor Prince Max of Baden announced the Kaiser's abdication. However, the Kaiser had not abdicated neither as Kaiser nor as King of Prussia. However, he left his headquarters in Belgium and asked the Queen of the Netherlands to grant him asylum, because his generals told him, they could not guarantee his safety.
Kaiser Wilhelm II actually abdicated on 28th November 1918.
